Oct. 24—New Yorkers continue to worry about the migrant crisis and think it will destroy New York City, where most of the people seeking asylum are housed and more are brought daily, and they're starting to lose confidence in President Joseph R. Biden.

That's all according to the latest poll from Siena College Research Institute, the primary polling organization focused on New York. In their latest statewide canvass, the Siena pollsters found that New Yorkers are unusually aligned in their concerns about the migrant crisis, with 57% saying it's very serious.

"Seldom do we see such an issue where at least 79% of Democrats, Republicans, independents, men, women, upstaters, downstaters, Blacks, whites, Latinos, Catholics, Jews and Protestants all agree — that the migrant influx is a serious problem," said Steven Greenberg, pollster for SCRI.

In September, 72% of New York voters said they felt the state needed to take steps to slow the flow of people seeking asylum entering the state. Now, 85% of voters say something needs to be done, including 82% of Republicans, 68% of independents and 52% of Democrats.

Most people disapprove of the jobs that Biden, Gov. Kathleen C. Hochul and New York City Mayor Eric L. Adams are doing on the migrant influx; 64% disapprove of Biden's work on the issue, 52% disapprove of Hochul's work and 46% disapprove of Adams' work. Those numbers are largely similar to what New York voters reported in August, although Biden's disapproval rating has grown by 5 points.

"Voters disapprove of the job Governor Kathy Hochul is doing to address the migrant influx by 15 points, but they disapprove of the job Adams is doing on the migrant issue by 16 points and they disapprove of the Biden administration on this issue by a whopping 35 points, including a slight plurality of Democrats," Greenberg said.

A majority of New York voters, 58%, said they agree with Adams' position that the migrant crisis "will destroy New York City," if it is not meaningfully addressed. The city has called for a 15% across-the-board cut to its city service budgets as it spends billions annually to process, house and feed the asylum seekers being bussed to the Port Authority Bus Terminal in Manhattan from the southern border and Texas.

As for other statewide issues, New Yorkers continue to report concerns about crime, with 59% of people saying they feel crime has gotten worse recently and only 9% saying they feel there's been an improvement. When asked about their thoughts on crime specifically for their town, city or village, 10% say things have improved, 46% say it's about the same and 42% said it's gotten worse over the last year.

"In May, 93% of voters said crime in the state was a serious problem — 59% very serious — and 65% said crime in their community was a serious problem, 26% very serious. Today, a strong majority of voters say the problem of crime in the state has only gotten worse over the last year, and more than four in ten say crime in their community has gotten worse over the last year," Greenberg said.

On all issues, President Biden has a 45% favorability rating, with 52% of New Yorkers saying they have a poor view of him. That's a drop from the 50% favorable to 45% unfavorable rating he had in Siena's poll last month. New Yorkers are also giving him poor marks on job performance, with 46% reporting they approve of the job Biden is doing and 51% saying they're not happy with his work.

Most Democrats, 52%, said they wanted to see a different nominee for their party in the 2024 presidential election, a flip from the 54% who wanted him as their nominee last month.

Despite his low ratings, Biden remains more popular than former President Donald J. Trump; 47% of New Yorkers said they'd support Biden versus 37% who said they'd go with Trump. In a four-way matchup that adds independent candidates Robert F. Kennedy Jr. and Cornel R. West, Biden gets 38% to Trump's 31%.

Kennedy, who has focused his campaign and public messaging on lies and conspiracy theories that range from suggesting wireless internet causes cancer and antidepressants cause school shootings to suggesting chemicals in the water make people transgender, earned support from 13% of those polled by Siena. West, a socialist philosopher and intellectual who has written about critical race theory, Christianity, the Black American church and left-wing populism, earned 5%.

On international issues, a majority of New York voters said they support military and economic aid for both Ukraine and Israel when asked about each country individually, but a bigger majority are supportive of aid to Israel in its battle against Palestinian insurgent group Hamas than are supportive of aid to Ukraine as it fights an incursion by Russia into its sovereign borders.

About half, 51%, of voters are for Ukrainian aid, with 38% opposed, while 57% are supportive of Israeli aid, with 32% opposed.

"Half of New Yorkers — including majorities of Democrats and independents — say they're more concerned that Israeli attacks in Gaza will hurt innocent Palestinian civilians, while about one-third — including a plurality of Republicans and a majority of Jewish voters — say that Israel has to make sure it never happens again, regardless of casualties," Greenberg said. "Israeli Prime Minister Benjamin Netanyahu has a 27-32% favorability rating with New Yorkers. He's viewed favorably by Republicans and unfavorably by Democrats and Jewish voters."

This Siena College Research Institute poll was conducted between Oct. 15 and 19, reaching 1,225 registered New York voters by cellphone, landline and an online polling platform. The margin of error for this poll is 3.4% in either direction.
