Case in point, cashless bail. Some criminals NEED to sit their asses in jail to await trial. They look at being released on a signature like a freebie to do it all over again. They figure they are going away for one crime and might as well get their money's worth as other crimes will be dealt away in plea deals or they will get concurrent sentences.
