the US. He knew if Joe didn't go all in with military and economic aid the Ukrainians would spill the beans on the Biden's family business deals. Sending an unlimited/never ending amount of aid drives up inflation and bankrupts the US like Reagan did to the USSR. He knew USSR would go bankrupt in an arms race thus ending the regime.
