But I don't know who did it and how to define, "who". When we say who, do we mean just the divers and the explosive experts? Do we include the people who transported them? Do we include the people who financed the operation, who approved the operation and who made the decision to go?

It is my opinion that the Biden administration is responsible for blowing it up.
