Developers hoping for favorable zoning decisions and construction permits were forced to syphon off a portion of their budgets to pay off AA owned businesses allied with Cleaver. The corruption was out in the open and they didn't care who knew it. At least Pendergast attempted to conceal the corruption and actually got quite a lot accomplished in bringing growth to KC and digging it out of the depression.

Please explain why this message is being reported.
