oil refinery, incentivize the U.S. oil industry to build a bigger one for national security purposes.

Biden is all-in on green energy, even though we don't have the infrastructure currently to support it. California wants all cars sold in the state to be electric by 2035, but a more logical and doable approach would be to transition to hybrids first and then all-electric vehicles. The stupidity of most politicians amazes me.
