'network' was developed when he was employed with British intelligence MI-6. Brian Auten testified that he traveled to GB to interview Steele in an effort to confirm the claims Steele made in his Russia Collusion dossier. Auten said Steele never identified the source(s) of the claims in his dossier and he never said his sources were developed during his work for MI-6. He said it was FBI HQ in D.C. that added the reference to MI-6 to their FISA application on Carter Page. Auten testified that Steele also refused to identify any of his sources during their conversations in GB. IOW, Auten and the FBI were unable to confirm or verify any of Steele's infamous dossier claims.
One obvious fact that should have occurred to the FISA court was that a former intelligence officer, such as Steele would have been prohibited from continued contact with agents, assets and other professional contacts developed during his former employment. Had any such sources existed in Russia, MI-6 would have wanted to continue using them and they would be off-limits to Steele's private intel business.
