Even if the groups were outright provoking threats, it's still a violation of their rights for the FBI to "investigate and prosecute" their speech. In this case, the groups they are talking about are twitter handles like "libs of tiktok" that literally just say "hey, look at what this hospital is advertising about what they do" - given the phrasing "resulting in rapid escalation of threats.."* means they are asking the DOJ to prosecute people for pointing something out that may have enticed someone to make a threat.
*btw, I think you agree that's not a crime anyway.
