The US is operating under authority of NATO, which is a defensive organization. We don't want our weapons to be escalated in use to be part of an offensive inside of Russia. Those conditions were communicated to Ukraine.

That's the reason Ukraine hasn't retaliated by attacking Belgorod with any weapons. Belgorod is the Russian city that launched missiles to take out the power plant in Kharkiv the other day. It was a retaliation for Ukraine taking over the Kherson Oblast. HIMARS could have easily reached it. In fact, lots of weapons Ukraine has could have reached it. Belgorod is only 50 miles from Kharkiv. Less from the border.

We're providing a tremendous amount of aid to Ukraine. This is one of the conditions of our help.
