as an empire goes into decline, the inflation of their currency to pay for decades of handouts catches up to them. The central bank will try to fight it at first by raising the cost of capital, but eventually they will drive the economy into ruins, which will cause a reversal in their course. Then you get hyperinflation and the end of the empire. It's been pretty interesting watching it play out.
