Germany was the threat to Poland. As a determent, France and Britain sign a mutual defense treaty with Poland. It obligated them to go to war with Germany if it attacked Poland.
In Spetember 1939, Germany did just that knowing full well that France and Britain were obligated to enter the war on Poland's side.
Not much happened on the Western Front (the German, France, Low Countries border) during the winter of 1939/40.
Germany attacked across its border with the Low Countries and France in the spring of 1940.
While France and Britain had deployed troops on the French German border (i.e. the Maginot (sp) Line) and in the Low Countries, neither had mounted any offesnive operations against Germany, i.e. they didn't attack Germany.
Clearly, Hitler intended to attack France in the spring of 1940 regardless of what France and Britain did.
