it would help if you had the most basic knowledge of US history and the constitution, which you clearly do not possess.

The states formed a confederacy and were creating a republican form of gvmt. they had just come off the revolution and there was strong distrust in a centralized gvmt with too much power and each of the amendments address the abuses by the crown against the Americans. The purpose was to restrict the creation of the states, not to restrict themselves. They each have their own constitution by which to do so.

It doesn’t get any more basic than this
