Declassification is a process that requires re-issuance of documents without classification markings. Anything with classification markings is still, by definition, classified. This cannot be retroactive, removal of docs can only occur after classification has been altered.

Even the president may not alter classification on certain materials. Specifically documents pertaining to nuclear secrets and intelligence sources.

TS/SCI documents may not be removed from a SCIF. Period.
