Should there be a NIL cap in college football/sports?

The pros have salary caps, so why shouldn't there be NIL caps in college sports? Otherwise, certain programs will ALWAYS have an unfair advantage. If there was a NIL cap, college programs would have to determine how they divvy up the money among their athletes, etc.
Please explain why this message is being reported.
