That is exactly what pre-crimes is all about. His thought process (as I see it)..if no one in infringing upon another person, leave him alone.

Your desire to kill a terrorist for "wanting to kill us" fits exactly that mold. He has done nothing to actually kill you..not even attempt.

he is also not suggesting in any way that we have no security to help prevent such attacks.
