because they don't want to cede those even though it looks like they'll lose. Then you have a health scare or other reason for him to quietly decide not to run. To admit it would be to open themselves up to "everyone knew this" kinds of criticism. I don't think Biden will run again, but I think they'll be careful about how it's done.
