The bill of rights constrains the federal gvmt as the states were creating the federal gvmt and enumerating what it could and couldn’t do. The first amendment begins “Congress shall make no law…” and the 10th says any powers not expressly mentioned or given are reserved to the states.

Honesty, read a book or the numerous articles that have been posted here by libertarians
