If this happens it basically means the Big 10 and SEC have left everyone else behind. There isn't much any other conference can do to compete anymore.

The Big 12 brand is already diluted with a bunch of second tier schools. Sure, they can try to add the Arizona schools, Colorado, and Oregon.

The Big 12 has played this whole realignment thing so badly that I could see the Pac 12 take this as a wake up call and quickly move to grab kansas and TCU. I doubt the remaining Pac 12 schools have much interest being affiliate with Houston, WVA, Cincy, etc.
