Its meaning is akin to saying a "we'll regulated" clock...i.e. a clock that runs and operates well.

There is zero govt control contemplated by the 2nd Amendment. It's evident from the plain text. And then all doubt is extinguished when you consider that plain text along with the sentiment and other writings of those who crafted the 2nd Amendment.

There is no debate on its meaning
