I don't think the NCAA is talking about getting rid of the 85 limit cap. They are talking about getting rid of the 25 annual scholarship limit. This would allow teams that lose a lot of players (maybe for a coaching change) to replenish their roster, as long as they stay at or under 85 total scholarships.
