You have to hire an army to protect you and pay bribes on a regular basis.

Not a lot of emergency services or functional roads. Electricity and water are sketchy. No functional court system, so If you don't pay you probably get to enjoy a nice cell.

Sounds like a great place for libertarians to move too.
