Truth social prohibits "false, inaccurate, or misleading" content...in that case, what should be the course of action with a user who continually posts content about a "stolen election", with absolutely no proof of such?

That would appear to be prohibited content on truth social?

Note: Idgaf if you post such lies all day on truth social, regurgitate it on fox/hannity/4chan... and I don't see anything wrong with a different venue (twitter) banning you for repeated posting of such lies.
