In the Bay Area. My area including Oakland all the way down to Fremont.
If someone was actively trying to avoid service , it never took all that much creativity to sneak up on them. The only real variable was the value of the service fee. So, if a standard service fee was $25 (for a judicial appearance) I’d try twice, then call the service agent and have him request a $50 fee for “special circumstances” (I.e. we have a “rabbit”)
Then, I could justify a more vigilant pursuit.
Eventually, you get them.
