It has no impact on gasoline prices because it would not be built so no reason to include Keystone XL in any conversation regarding oil price.
In the next oil and gas cycle where we encounter high oil prices (which will happen after the high prices we experience today fall off dramatically), perhaps it would be relevant. But either way, it's not a panacea. Canadian oil sands are very low gravity oils. They can be produced only when the price of oil is relatively high so having even the Keystone XL pipeline available is not going to drop prices too much because that lower price environment would make further development of oil sands impractical.
All oil is not created equal.
