They can take years to do so, and they know that if this crisis goes away Biden and you leftists will go right back to your persecution of them right away, leaving them holding the bag for $ billions in investments of hiring workers and setting in motion the purchasing and moving of equipment, government permits and approvals, training and so on.

If prices stay high you leftists will scream that they are making "obscene profits" and you will hammer them with special taxes.

It is why socialist countries like Venezuela can go bankrupt despite sitting on millions of barrels of oil and an infrastructure already in place to get it to market.
