Just because a plan might be passed during their tenure, it doesn't mean that it will take in effect during it.
Look no further than Obamacare and the individual mandate, that did not go in effect during his first term, but rather his second term and kind of late into it.
Biden has not been in office for 2 years yet and you chumps keep blaming him. It's hilarious. This is exactly how the ruse is able to keep going.
