Some have offered well intended, but misguided solutions. Not everyone who thinks cheating occurs is part of a vast conspiracy to deny access to a ballot box. Not everyone who complains about access is trying to stuff the ballot box. There is a duty to protect all of the votes of all citizens, not just an aggrieved class.
All states should provide the means to register to every eligible citizen resident, (An aside - This probably shouldn't include sovereign citizens, as they deny being a citizen of the state in which they reside), of the state without cost to register. Each state could provide funds to assure initial verification of an individual’s identity, by verified documents such as a fingerprint or footprint matches, birth certificate, passport, baptismal/christening records, court and county records of name change, or other such reliable records, which the states deem legitimate proof..
The states could provide state paid for notaries to go to the homes of those confined to their homes due to illness or injury. They could allow people to request this service by regular mail, e-mail, or by phone.
No honest person wants ballots delivered to dead people.
Nobody should push people, against their will, to vote; or to vote for someone they don’t know, or know about.
All persons deemed incompetent by a court of competent jurisdiction should have their voting privileges suspended during the period of disability.
No honest person wants people casting votes for others.
No honest person wants people casting multiple votes.
No honest person wants people who are not eligible registered citizens to cast votes.
No honest person wants ballots which are sent to a wrong address, to be cast by someone at the wrong address.
There should be an approximately equal amount of poll workers per eligible eligible voter in each precinct, throughout each state.
There should be no excuse for dawdling, and not getting your vote post marked by election day. These dates are published months in advance. Procrastination isn't a legitimate reason to extend the postmark date past election day.
Early voting in person should be available for at least a week.
Early voting by mail should be available for not longer than 30 days.
All votes cast by mail should be signed under penalty of perjury, stating the person voting is the person signing, done of their free will, that this is their only vote for this election, how the ballot is being returned, and who, if not delivered by U.S. mail, is delivering the ballot and how; and have both the voter and the person delivering the ballot get their signatures notarized.
Persons convicted of violating these rules should be be prohibited from being a notary, or assisting others, including family members, of any aspect of voting, including, but not limited to voting, assisting in obtaining a ballot, filling out a ballot, delivering a ballot, obtaining legal identification.
Purge of deceased voters shall be done at least one time per quarter every year.
All counting of ballots shall cease at 1:00 A.M. local time, and shall resume at 9:00 A.M. that same morning. A swing of 2% or greater in the lead, resulting in a change of the lead, after suspending and restarting the count, shall serve as grounds for a forensic audit, if requested by any candidate affected by that change. A state trooper and a county deputy shall remain at all locations ballots are held between midnight and 10:00 A.M. They shall be assigned by random computer assignment chosen 24 hours in advance with 5 numbered alternates to fill in if they are not available for any reason. Video recordings from multiple positions shall be made at all locations where votes are cast, counted, or held.
All ballots shall be on paper ballots, which can be scanned by machine, and marked by the machine with scanning date and time; which will prevent them from being scanned twice. Paper ballots should equal number of ballots scanned.
This addresses concerns about people not having access, and security of votes with regard to only one vote available to each eligible citizen.
This should cover most, if not all complaints related to actually voting.
