saying people heard what they wanted to hear about the promise of the vaccine and then the false promises he and the CDC director made about the safety the vaccines would provide.

You can say what you want about the anti-vaxxers. But what is indisputable is that health leadership in this country was either lying or sharing egregiously inaccurate thoughts and selling them as science.
