You don't have to be George Patton to realize that a pullout should go

Civilians ----> Equipment -------> Personnel

How does anyone with functioning braincells think pulling personnel first could ever work?

Also you might want to keep the remote, easily defended airbase open and use that instead of the civilian airport in the middle of a, now hostile, city.
