Distinguish between strategy and execution

Both strastegy and execution may be good or not so good. Success requirs both, that's roughly a one out of four chance of success.
Let's assume that the rescue mission is a success, that the Taliban takes control of Afganistan, that the Taliban allows the Terrorist groups to establish themselves in Afganistan (a repeat of what happened in the late 1990's, early 2000's) and they attach American interests, i.e. allies, American businesses in foreign countries, etc. What's your strategy for dealing with that situation.
A a point of interest, next spring the Queen Mary (the British line) is sailing from Europe (I believe its Italy) to the Middle East (Dubai) and then on to Singapore and Hong Kong. It will likely have a couple of thousand American passengers.
If terrorists seize it as it leaves Dubai and a bunch of Americans end up dead, what's your strategy for dealing with the situaiton other than saying "it's their own damn fault for booking the curise"?
