I would suggest that what actually happened was Larry Scott, the rather dysfunctional first PAC 12 commissioner, did make a run at Texas and negotiated a deal for it to join the PAC 12, but that he was acting on his on, as a Lone Ranger. Scott's game plan was apparently to make a deal and then present it to the PAC 12 schools for approval. When that happened, the PAC 12 President's council turned thumbs down.
To be clear, the story at the time was Scott and Texas had negotiated a deal for the four schools to become PAC 12 members and when that proposal was poresented to Pac 12's President's council, following the lead of its chairman, Stanford's President, it declined to move forward on the deal.
According to various reports, one of the issues was "to much was happenig to fast" and another was the academic standing (or lack of it) among various existing Pac 12 members.
