My understanding of a vaccine passport is basically

some sort of app that proves you've been vaccinated.

My thought is that to make things easier for the employers, and for businesses that will require their customers to be vaccinated (a good example being cruise ships, but there will be more), they will drive some sort of adoption of a vaccine passport app.

I could be wrong about what you and Sal mean by vaccine passports, though.
