Police Chief Bill Scott added, "robberies were down in the city despite viral videos showing people brazenly shoplifting from stores in the city".
the Police Chief knows that stealing and robbery are two different crimes with different elements.
why bother using force to steal (robbery) something when you can just waltz in, steal, and waltz right back out?
