Do you need a jillion rules over your current job - or does the industry work together to compete for your skills, with resulting rules working themselves out?
I know it's a shock, but 'best practices' tend to evolve in industry and these take care of so many negative methods of operation that endless regulation seeks to block.
Practicing too much carries it's own penalty.
Too much contact in practice carries it's own penalty.
And finally, word about programs doing negative things to players gets around quick.
The sheer amount of raw attention given to college football, combined with the real-time internet creates a massive policing effect itself.
The purpose of the NCAA has been spent for some time.
