like the SEC vote on OU and UT, the question is not asked until the answer is already known.

It is embarrassing to both the school and the conference if an offer is made and then refused. All of the details are worked out first then when an application is made and a vote taken it is all pro forma.

In the case of the B1G either they did not want us or we did not want them, we will never know because all of the negotiations were technically informal discussions.
