borrow and spend
or
tax and spend



frankly if those are the two choices I would prefer the tax and spend as that would have some sort of modest check on spending.


But I prefer this for any level of government:
last years revenue is the next fiscal years budget
(modified sligthly for what I have advocated for previously giving a year to know and plan for the future budget).
