I was paid as part of a team to attract good ones. I worked with Missouri manufacturers to achieve just that. I worked on the team that landed Harley Davidson to Lee's Summit. Those were good jobs. THE PARADIGM however I found offensive and I transitioned to be a coordinator of a statewide program assisting rural areas in community and economic development planning and implementation. The historic pattern pattern of throwing tax breaks at corporations for jobs would prove to be a failure. PA and TN I think it was saw VW and Mercedes bolt the day the tax breaks ran out. I reject quid pro quo as a rule.
