It's similar to why the state legislatures in SEC territory passed NIL bills. Many of the lawmakers publicly admitted that they HATED voting for it, and only did so to keep their schools on a level playing field with the blue states.

They urged the federal government to intervene and put a stop to it.

I think the pressure will start to mount once the extremely negative impact of NIL (combined with transfer free agency) becomes apparent to the masses. Hopefully that happens before the game is destroyed completely.
