voters. Congress certified the results of the electoral college votes.
Even if states passed bills in their own state to withdraw their electoral college voters, it doesn't matter.
It is up to states to decide how they handle the electoral college voters. Once the states send the voters and Congress certifies the vote, it is over.
States don't even have to allow the general public to vote. It doesn't matter to the federal government how a state decides.
