Why is misconduct in quotes? What is this “blatantly misleading and false information? well...

“One slide allegedly showed police searching black suspects”

“while another depicted “a menacing cop with a big gun”

Why “allegedly”? Did the author not bother to fact check, or is this just repeating gossip from the mouth of god New York City police commissioner?
