Police are given the benefit of the doubt on their truthfulness. There is a general assumption of guilt when charges are pressed (even with an arrest).

The police, prosecutor, and judge are all paid out of the same pot. They also can each have big influence on what laws are put forth as they have heavy influence on politicians.
