the electorate; namely Democrats, and most blacks vote Democratic, so they are disparately impacted by these laws. These laws do not prevent the almost nonexistent in-person voter fraud they are purported to prevent, and the GOP knows this. The GOP almost always accompanies these laws by changing or removing voting places in primarily Dem areas. They also make it extremely inconvenient by restricting the places to get these IDs to shorter hours and also by making these places scarce in inner core areas.
