Are more likely to have jobs they can't be late for, or take time away from, ie hourly jobs in service industry.
They are less likely to have transportation. So to get to a polling place or a place to get an id will take significantly more effort than non poor people who jump in their cars and run there real quick.
Therefore the cost of even getting a a free Id is significantly higher because the opportunity cost of missing a day or half a day of work to get an id is a much larger percentage of their income.
Poor people are more likely to have minor ticket incidents and warrants out for their arrest for missing court dates, which makes asking them to go to a government building a lot more risky for their ability to not get arrested.
