A bet is similar to a contract in that it requires a meeting of the minds with the terms. They never seem to have gotten on the same page with that. Therefore, no bet was ever made official and no one could have welched or won.
Not to brag, but if you want to bet on here, see what I did with mu7176grad where I created a short post outlining the bet itself and had him agree to it in the same thread. To be fair, this particular bet would be a little more complex to outline but could be done. Afterall, the offer is in the first post and the acceptance is in the second, so if the parties complete those tasks you have a binding contract (a bet).
