Yeah, government doesn't want to curtail your liberty.
And the people are secure in their rights because this is in the article: "The officials stressed that the trigger for scrutiny would be plans for violence, not political ideology."
Well good, it is comforting to know that no one is targeted for their political ideology.
But remember, we know Silence is Violence in so many cases, so the definition of violence is probably a flexible one.
