What benefit do you feel it provides from finding an outlying example of something and posting as though it applies across the board?

Same question for someone who finds a dem politician who is a scumbag (or a Republican), a teacher, a doctor, etc. But what is the rhetorical power of taking outliers and attempting to expand it into something much larger? Or is is purely a flame for the pro-police crowd?
