You are claiming a tax bill is due despite your article stating: "He/she could rightly claim to no longer be a U.S. citizen after performing that act."
At best the US could CLAIM a tax bill is due, but not potentially enforceable until you re-enter the US. (as I said... no tax unless you plan on returning to the US)
You have danced away and have yet to show where a tax bill is ACTUALLY due and payable after you have left the US.
You have danced away and have yet to show where a fee is ACTUALLY due and payable when you relinquish your citizenship. (you have only shown where is ADVISED that you formalize and pay the filing fee)
