Like ummmmm where did the other 808.3 billion go?

For the sake of argument I put the "tens of billions" of
covid related expenses at 30 billion. It could have been
tens more but...OK thats just my guesstimate.

I figure the 123 billion to reopen schools is a giant
pork fund which could probably be accomplished without
a dime of Fed money.

But adding all the dollar amounts mentioned in the article
is 1,091,700,000 leaving 808.3 billion not mentioned
in said article.
