to have the ability to collectively bargain your contract then it should absolutely be with the people paying your salary.
Government unions, including teachers, bargain with politicians and those politicians often have the ability to create new taxes to pay the union members. Those same unions turn right around a give some of that money back to the politicians in the form of campaign contributions. Anyone who does not see a problem there is willfully blind.
On the local level, most school boards do not the power to levy new taxes without going to the people.
