A business or homeowner would pay the local mafia don so their property wasn’t destroyed or aarsoned. This was considered extortion because you were intimidated to pay or else your life was ruined.
Now imagine they didn’t intimidate you into paying, they just took it and your house or business wasn’t protected either as we saw this summer when nothing was done to stop the riots. Is that criminal?
